VA Tech killings evil, not tragedy

The question is not “why did Cho Seung-Hui do it?” but rather, “Why didn’t the community stop him?” Have we lost our capacity to resist evil? Shouldn’t we develop that capacity so that future Chos do not shoot with impunity?
