The Secession of Out State Minnesota?

West Virginia did it, seceded from Virginia..
Why not out state Minnesota?
Or a majority of it at least..

In 1861 the following counties, in what is now known as West Virginia seceded from the state of Virginia. These counties opposed joining the Confederacy and decided to separate themselves from state of Virginia.

The Constitution specifically prohibits a state being divided in to two or more states without the consent of the states legislature. In this case permission was never granted by the Virginia state legislature and the division of Virginia into two separate states violates the Constitution.

If Congress and President authorized the counties of what is now West Virginia to secede from their state, why would the secession of an entire state be treated any differently?
