    If it is an arm (and especially if your government has it) then a US Citizen should have it. No exceptions.

    I would suggest that the only even remotely reasonable restrictions on arms are:

    1. That they be bearable, meaning man portable, including being transportable using a wagon, wheelbarrow, or other manually powered apparatus.

    2. That they be keepable, being easy to store and requiring only minimal maintenance to maintain.

    3. That they be generally discriminate in their effects, only effecting the target or targets against which they are originally directed, out of control of the user.

    No bioweapons. No nuclear weapons.

    Maybe restrict large artillery, tanks, and guided weapons to those with letters of marque.

    Outside of that, everything should be available at the local hardware store.
